Inner Mongolia promotes practical work ethic among cadres

Inner Mongolia autonomous region has outlined a dual approach of incentive mechanisms and disciplinary constraints to foster a pragmatic governance culture for its cadres, according to a senior official of the region.

On the incentive front, 172 out of 199 officials recognized as "Outstanding Responsible Cadres" have been promoted over two years, demonstrating the commitment to rewarding practical work ethic, according to a signed article by Sun Shaocheng, Party chief of Inner Mongolia autonomous region.

Conversely, disciplinary measures have seen 448 officials removed from unsuitable positions. Strict criteria now exclude inactive or superficially active cadres from promotions and honors, sending a clear message against bureaucratic pretense.

The article was published in the third issue of 2025 of the journal Study and Research, which is run by the Policy Research Office of the Communist Party of China Central Committee.

Meanwhile, the region has intensified efforts to combat formalism and alleviate burdens on grassroots units through systemic reforms.

The reforms specifically target long-standing grassroots grievances: excessive paperwork, redundant meetings, and bureaucratic overload. Through systematic streamlining, the region has achieved a 48.4 percent reduction in county-level meetings, a 55 percent cut in county-level assessment metrics and an 80% reduction in grassroots reporting forms.

Notably, some villages previously endured over 200 annual inspection delegations. Current regulations mandate consolidated supervision and inspections. Additional reforms include abolishing municipal-level demonstration projects and eliminating performance rankings for village-level 12345 hotline services.

To ensure sustainability, leadership accountability mechanisms now require officials to personally implement their own decisions and policies. The region has also given grassroots units the right to reject impractical tasks.
