The most important outcome of the Fifth Plenary Session of the 12th Jilin Provincial Committee of the Communist Party of China held on Wednesday in Changchun, Jilin province, was the approval of the "Implementation Opinions of the Jilin Provincial Committee of the Communist Party of China on Implementing the Spirit of the Third Plenary Session of the 20th Central Committee of the Party, Further Deepening Reform in an All-Round Way, and Promoting New Breakthroughs in the Comprehensive Revitalization of Jilin", officials said on Friday.

"Delegates listened to and discussed the work report delivered by Huang Qiang, the provincial Party secretary, and approved the implementation opinions," Cao Lubao, director of the provincial publicity department, said at a news conference on Friday. "Huang explained the implementation opinions and delivered a concluding speech at the end of the meeting, clearly stating the requirements for implementing the spirit of the plenary session and carrying out current work effectively."

The implementation opinions focus on the obstacles hindering the high-quality development of Jilin, the obstacles affecting the new breakthroughs in the comprehensive revitalization of Jilin, the most urgent development issues in various regions, and the matters of immediate concern to the masses.

"It formulates nine key special items, clarifies goals, paths, and measures to better promote a significant advancement in the high-quality development of Jilin," said Cao.

The special items include the construction of the G331 border open tourism main channel, innovation in developing the border areas to enrich the people and stabilize the borders, enhancing food security capabilities, strengthening disaster prevention and mitigation capabilities, promoting the high-quality development of the ginseng industry, deepening reforms in public institutions, deepening zero-based budgeting reform and government performance management, promoting the development of new energy, and strengthening the construction of a service-oriented government.

Li Deming, director of the Jilin Provincial Department of Agriculture and Rural Affairs, highlighted Jilin's status as a major agricultural and grain-producing province. "Through efforts to stabilize acreage and increase yields, the grain output has maintained a good momentum of consecutive growth," he said. "So far, the autumn grain harvest is approaching 50 percent, and based on comprehensive production estimates, a bumper harvest is expected this year, potentially reaching a new historical high."

"Since July, the province has leveraged the advantages of the ginseng planting to carry out a series of activities such as setting up special work teams, connecting with key enterprises, initiating scientific research projects, improving standard systems, and conducting market-specific law enforcement, creating a growing atmosphere of interest in and attention to ginseng throughout society" he said. "We invited experts such as Zhang Boli and Li Yu as chief consultants, and various forces from provincial departments, enterprises, universities and research institutes have been mobilized to develop a special plan for the high-quality development of the ginseng industry."

"The plan emphasizes scientific resource allocation, industrial regional division of labor, comprehensive guarantee of elements, comprehensive planning, full-chain support, and full-process supervision, aiming to push the scale of the entire ginseng industry chain to reach 300 billion yuan within 5 years," he added.

Sun Guangzhi, director of the Jilin Provincial Department of Culture and Tourism, stated that the province attaches great importance to the development and opening up of the border, taking the construction of the G331 open tourism corridor as a new act of the revitalization of the Northeast in the new era, and promoting the new driving force of the revitalization of the border, stabilizing the border and strengthening the border.

"The corridor takes the main road of the Jilin section of G331 and the extension line as the transportation carrier, with a total length of 1,314 kilometers, connecting the Changbai Mountain area and 10 border counties, cities and regions," she said. "It is a new window for China's border to open up and exchange with the outside world, and a new demonstration of the integration of foreign tourism, agricultural tourism, business tourism and physical tourism in Northeast Asia."

"Jilin's snow and ice resources are also profound," she said. "During the snow season of 2024-25, the province received a total of 125 million domestic tourists, achieving domestic tourism revenue of 241.9 billion yuan."

"The plenary session drew a new development blueprint and pointed out a new development direction for the ice and snow economy in the two sectors, including improving the high-level open system and mechanism and improving the cultural industry system and market system."

Cao Lubao emphasized the province's strong cultural and historical resources.

"Efforts are being made to improve the protection, management, and inspection systems for cultural heritage," he said. "We will establish a working system for protection and inheritance, and promote the comprehensive and systematic protection of cultural heritage such as historical sites, ancient trees, ancient towns and villages, cultural landscapes, and intangible cultural heritage throughout the province," he said.

Continuously promoting high-quality economic development, the province achieved GDP growth rates of 6.3 percent in 2023 and 5.7 percent in the first half of this year, demonstrating ongoing improvements in economic operations.
