On Thursday morning, the Zhejiang Provincial Government Information Office held a news conference to introduce the "8 plus 4" economic policy system of Zhejiang province in 2025. The name refers to eight key policy packages and four areas to be prioritized.
The eight key policy packages are integrated education development, technology and talent, advanced manufacturing development, high-quality services development, constructing world-class ports, high-level opening-up, expanding effective investments, urban-rural integration development and ensuring and improving people's livelihoods.
The four areas to be prioritized include financial and fiscal safeguards, natural resources, energy and talent.
In terms of financial and fiscal safeguards, Zhejiang will allocate 104.28 billion yuan ($14.3 billion) in provincial financial support funds, expand the scale of the provincial science and technology innovation fund to over 13 billion yuan and provide around 150 billion yuan in medium- to long-term project loans.
The province will also implement more practical and effective measures to attract, retain and develop talent, including supporting flexible talent recruitment, optimizing facilitation services for overseas talent coming to Zhejiang and appraising and selecting over 500 outstanding engineers, more than 2,000 digital technology engineers and 200,000 manufacturing industry workers.
