The technological breakthroughs made by Chinese companies such as DeepSeek fully demonstrate that an innovative, open and sharing approach to increase people's well-being is the right choice, Lou Qinjian, the spokesman for the third session of the 14th National People's Congress, said on Tuesday.
DeepSeek with its major progress represents the rise of a group of Chinese companies in AI, and their teams are mostly made up of young and middle-aged talents, who are becoming the backbone of China's sci-tech progress, Lou said at a news conference.
Lou highlighted that DeepSeek follows an open-source technological path that has facilitated the wider application of AI technologies worldwide and contributed China's wisdom to the world. Through DeepSeek one can see China's innovative and inclusive approach in sci-tech development, he said.
"Artificial Intelligence has significantly raised humanities' capacity to understand and shape the world. It is an important driver in the new round of sci-tech revolution and industrial transformation, and is bound to have an impact on relations of production," he noted.
Lou said it is undeniable that AI technologies are accompanied by some unknown risks and challenges and will bring new tasks in areas such as security, social governance, morality and ethics.
He emphasized that the Chinese government attaches high importance to the development of AI and its risk prevention, adding that China protects data privacy and security in accordance with the law and is opposed to overstretching the concept of national security or politicizing economic and technological issues.
China has proposed the Global AI Governance Initiative to help bridge the technological divide and prevent sci-tech innovation from becoming a game of rich countries and the wealthy, he said.
"China stands ready to work with all countries to promote the healthy development of AI, boost world economic growth and increase the well-being of people all over the world," he added.
