Shanghai will establish up to 10,000 new 5G-A base stations this year, routing more than 70 percent of the city's internet traffic through 5G network, helping Shanghai maintain its top position in terms of the density of 5G base stations in China.

It is part of an action plan consisting of 20 detailed measures to improve companies' feelings and nurture world-class communications service capacities released by the Shanghai Communications Administration on Friday. It is also part of the city's efforts to further optimize its business environment.

Meanwhile, the number of optical transport network sites per 10,000 people will increase to 4.5 by the end of this year. The average bandwidth of fixed broadband users should reach 470 megabits per second, and the targeted number of standard racks in internet data centers is set at 620,000. Efforts will also be made to enrich the types of cross-border private line products to lower the data transmission costs for companies, according to the action plan.

Business models such as "group buying" cross-border dedicated lines in industrial parks and "group buying" cross-border dedicated lines for enterprises will be experimented. These will facilitate the outbound reaches of the industrial clusters in the city, especially those located in the Lin-gang Special Area, which is part of the China (Shanghai) Pilot Free Trade Zone.

Special services will be provided to key groups and application scenarios such as enterprise users, foreign users, the elderly group, campus services and the China International Import Expo. The complaints of enterprise users will be addressed in a timely manner.

The application of 5G will be deepened in areas of industrial network, low-altitude economy, artificial intelligence and humanoid robots, according to the action plan.

The city's intelligent computing power should be promoted in terms of scale and capacity, so that the proportion of intelligent computing power will increase to 65 percent in the long run. The one-way network delay between nodes in the city's computing network should be controlled within 1 millisecond. A computing connectivity platform for the Yangtze River Delta region should be built in Shanghai.

In terms of the implementation of 5G vehicle connectivity standards and the innovative application of intelligent networked vehicles in key areas, Shanghai will align with the related country-level standards to provide solid technical support and guidance for the development of high-level autonomous driving technology, said the action plan.

The construction of 5G internet of vehicles private networks will be promoted in key areas such as the Lin-gang Special Area, Jinqiao of Pudong New Area and the demonstration zone for the green and integrated development of the Yangtze River Delta region.
