2025年3月5日提请十四届全国人大三次会议审议的政府工作报告提出，持续推进“人工智能+”行动，支持大模型广泛应用，大力发展智能网联新能源汽车、人工智能手机和电脑、智能机器人等新一代智能终端以及智能制造装备。
Vowing to advance the AI Plus initiative, the government work report submitted to the third session of the 14th National People's Congress for deliberation on March 5, 2025 pledges to support the extensive application of large-scale AI models and to vigorously develop new-generation intelligent terminals and smart manufacturing equipment, including intelligent connected new-energy vehicles, AI-enabled phones and computers, and intelligent robots.

2024年，“人工智能+”行动首次被写入政府工作报告。2025年政府工作报告进一步提出持续推进“人工智能+”行动。“人工智能+”代表了一种全新的合作模式，即将人工智能技术与其他行业或领域有机结合，以创造更多价值。这种整合不仅限于将现有的人工智能技术应用于特定领域，更在于通过结合不同领域的专业知识和数据，实现互补和协同效应，推动技术和行业的共同进步，培育新质生产力和经济增长新动能。而“行动”二字的提出，更是强调了“人工智能+”的实践要求。落实“人工智能+”行动，意味着我国将基于大模型、大数据、大算力技术，实现人工智能在各行各业的落地应用，从而提升产业自动化水平，降本增效，促使数字经济再上新台阶。
我国目前已初步构建了较为全面的人工智能产业体系，截至2024年12月，人工智能核心产业规模已接近6000亿元，产业链上下游的企业数超过4700家，覆盖芯片、算力、数据、平台、应用等各相关环节。
2025年政府工作报告提出持续推进“人工智能+”行动，就是要抓住人工智能技术突破的机遇，使我国的数字技术与制造优势、市场规模优势充分结合，推动人工智能大模型的广泛应用，努力推动人工智能真正能够赋能千行百业、走进千家万户。产业赋能方面，要让人工智能尽可能在工业、农业、服务业中利用起来，积极支持大模型在垂直领域的开发和应用，让人工智能真正赋能产业转型升级，赋能新质生产力。终端应用方面，要推动智能网联汽车、AI手机、AI电脑、智能机器人等新一代智能终端快速发展。场景培育方面，2025年将开展新技术新产品新场景大规模应用示范行动，在确保安全前提下，加快人工智能在低空经济、教育培训、医疗健康等多场景应用。
