Former CPPCC official Bi Jingquan dismissed from office

Bi Jingquan, former member of the Standing Committee of the 14th National Committee of the Chinese People's Political Consultative Conference and former deputy director of its Economic Affairs Committee, has been expelled from the Communist Party of China and dismissed from public office, the Central Commission for Discipline Inspection and the National Supervisory Commission announced Monday.

An official investigation into Bi's serious violations of Party discipline and laws was launched in May. It found that Bi resisted organizational inspections, accepted gifts, borrowed vehicles from private business owners, and participated in banquets, trips, golf games and other activities that could affect the impartial performance of official duties. He failed to report personal matters as required, allowed others to pay expenses that should have been borne by himself, and improperly sought benefits for his relatives.

He also used his positions to seek benefits for others in matters such as enterprise operations and staff recruitment in exchange for large sums of illegal gains.

Bi's suspected criminal acts, along with relevant property involved, have been transferred to procuratorial organs for examination and prosecution, according to the CCDI and the NSC.

Bi, 70, a native of Heilongjiang province, joined the Party in 1978 and started working in 1982. He served at the National Development and Reform Commission from 2003 to March 2008 and was appointed deputy director of the NDRC in 2006.

From March 2008 to January 2015, Bi held the post of deputy secretary-general of the State Council, the country's cabinet. He then served as director of the former State Food and Drug Administration from February 2015 to March 2018 and later as deputy director of the State Administration for Market Regulation.

Bi began serving as deputy director of the Economic Affairs Committee of the CPPCC National Committee in August 2020, and later concurrently held the positions of executive vice-chairman and chairman of the China Center for International Economic Exchanges.
