As an important link connecting production and marketing, electric energy metering uses qualified devices to accurately measure and collect the electric energy generated on the supply side and the electric energy consumed on the demand side, to safeguard the rights and interests of both users and companies. There is no room for carelessness. In the eyes of others, how are a simple and ordinary electric energy meter and mutual inductor verified and installed, and finally become important tools for collecting information? From the complete configuration of metering devices to installation and wiring, inspection and testing, fault analysis and subsequent collection, the work in the whole process requires that one grows from being a skilled worker at the very beginning to taking the initiative to explore and learn and becoming the main person in charge of the work. The confusion during this period becomes clear after painstaking study and exchanges. It's not a short-term sprint but a long-term marathon.
Since he joined the company in 2008, Deng Guoxue has entered the metering institute of State Grid Shizuishan Power Supply Company and started to get in touch with electric energy meters, metering transformers and acquisition device systems. In his work, he has adhered to the style of "studying conscientiously and working solidly", gradually mastered the equipment and work related to electric energy metering thoroughly and become capable of taking on responsibilities independently. During their 15 years of work, with full enthusiasm for work and knowledge, he has devoted countless hours and energy, cultivated the ability to solve various problems and become a technical expert in the center. In 2022, he was selected as an expert talent of Ningxia Electric Power Company.

All extraordinary things require careful preparation, and peak moments demand meticulous planning. After ten years of accumulation, Deng, by virtue of his outstanding professional and technical abilities, was selected as a member of the construction team for the Saudi smart electricity meter project dispatched by the State Grid Corporation of China. During the ten months of the assistance and construction work, involving the installation of five million smart electricity meters and the deployment of the head-end acquisition system, he was confronted with a severe epidemic situation and the unstable situation around Saudi Arabia. Continuous airstrikes caused damage to various surrounding infrastructure, and substations were no exception. The sudden bombings by the drones of the Houthi armed forces led to a sharp drop in the system acquisition success rate from 81 percent to 40 percent. In the face of his family's concerns and the inevitable panic resulting from never having experienced terrorist attacks before, he still gritted his teeth, encouraged each other with his colleagues in the project department, and traveled all the way to Saudi Arabia, determined to complete the task and fulfill the mission regardless of whatever difficulties there might be. Facing the harsh environment, he overcame numerous hardships and worked continuously for more than three hundred days, thus facilitating the smooth completion of the project.

The Saudi assistance and construction project that lasted for more than half a year not only brought the first smart billing system of the Saudi Electric Power Company into operation but also brought rich and precious experience to the team and Deng himself. In May 2023, Deng was transferred to assist in the construction of the Indonesia Advanced Smart Metering Architecture Project. This project includes the deployment of electricity acquisition systems in Java-Bali, Sumatra, Kalimantan and the Eastern Indonesia region, as well as the installation of 1.2 million smart electricity meters and corresponding hardware equipment. After the deployment and integration of the preliminary system, all electricity meters should be installed and connected to the fiber optic access and HES before the end of the year, and the technology transfer and training should be completed within two years. In just a few months, the Chinese team won the trust of local residents and made the local construction parties in Indonesia accept the "Chinese standards," "Chinese speed" and "Chinese quality".
During the implementation of the project, Deng actively played a vanguard and exemplary role. He took the lead in joining the Party member commando team of the project expert group and became a backbone force among the youth. He voluntarily took on the work tasks that were crucial, dangerous and arduous. Through teamwork, they overcame one new technical problem and difficulty after another in the project, contributing a share of the "State Grid strength" to the construction of the Belt and Road Initiative.
